European youth safety, proposed new rules on video sharing platforms



Dublin: To protect consumers from harmful content on various video-sharing platforms in Europe, Ireland has published binding laws that guarantee companies are held accountable and end self-regulation.

Ireland’s online safety commissioner Niamh Hodnett said the online safety code will come into force next month, ending the era of social media self-regulation.

The final implementation will be formally adopted after consultation with the European Commission and will apply to platforms’ EU headquarters in Ireland.

The rules will require platforms to protect people, especially children, from harmful videos and related content. It will ban the uploading or sharing of content that incites child sexual exploitation, violence and racism.

Platforms will have a responsibility to eradicate cybercrime and ensure that content that breaks the rules is reported.

Several bombshell claims were made last week in an unverified document circulating online that purports to prove close collaboration between ABC News and Kamala Harris’ team ahead of her debate with former President Donald Trump.

The document is claimed to be a sworn statement written by a staffer at ABC News. It was posted early Sunday by an X account with the name “Black Insurrectionist.”

The document, which was a sworn affidavit signed by a notary public the day before the debate, says the network gave Harris questions in advance while agreeing to a series of other preconditions to give the vice president an advantage over to Trump.

Also prohibited in the debate were questions about Harris’ time as Attorney General of California, as well as those involving his brother-in-law, Tony West, the document shows. It includes several other stipulations, as well as redactions that obscure the identity of the supposed staffer.

The end of that sentence is redacted, along with several others.

The next section offers an alleged insight into the political landscape of the ABC office, where the writer stated that employees “are looking for a fair and honest debate” while questioning “the clear bias”.yes) which is well known throughout the company.’

He specifically mentions ABC News moderators David Muir and Linsey Davis, as well as C-suite staffers at the station and its related companies.

“It is common knowledge that the Debate Moderators and even the Chief Executive Officers of my employer are well known not to support Donald Trump,” the section says.

The next section includes “specific cases related to the debate” that “raise concerns about procedural fairness.”

The first was that the Harris campaign supposedly “received special accommodations, including, but not limited to, the provision of a podium significantly smaller than that used by Donald Trump, and assurances regarding split-screen television views that would have a favorable impact on Harris’ aspect .’

The later stipulation was that Trump “would be subject to fact-checking during the debate, while Kamala Harris would not face comparable scrutiny.”

Adding that the Harris team allegedly “needed assurances that Donald Trump would be vetted,” allegedly “through multiple communications with the Harris campaign.”

“The Trump campaign was not included in the negotiations,” he continues.

He then argues that “the Harris campaign was provided with sample questions that, while not the exact questions, covered similar topics that appeared during the debate.”

The document then goes into “Restrictions imposed by the Harris campaign on the scope of questioning,” including: “No questions about the perceived health of President Joe Biden,” “No inquiries related to his tenure as Attorney General in San Francisco,” and finally. , ‘No questions regarding his brother-in-law, Tony West.’

West, a prominent attorney who once worked as general counsel for Uber, “faces allegations of embezzling billions of dollars in taxpayer funds,” according to an alleged affidavit.

The document states that West, who is married to Harris’ sister Maya, “may be involved in (his) administration if elected.”

The New York Times recently reported that West is “a major force behind Ms. Harris’s campaign and her record-breaking fundraising,” and serves as “a critical point of contact for the leaders of businesses and major donors”.

The document then states that ABC “employees who express favorable views toward (Trump) experience significant concerns about potential retribution.”

The statement is made before several lines of text income.

The alleged staffer also reportedly sent the document to House Speaker Mike Johnson.

“I have also shipped a Federal Express package containing this affidavit, mailed on September 9, 2024, and delivered to my residence on September 10, 2024, which will remain unopened for potential investigative purposes,” the document says.

“I make these statements under penalty of perjury and without coercion of any kind,” he concluded.

Although unproven, the document has picked up steam on social media, being shared by several high-profile figures.

They include Ted Cruz, Marjorie Taylor Greene, billionaire Bill Ackman, and Elon Musk, with the latest statements posted expressing belief in the claims made by the Manhattan hedge-funder.

Days earlier, before the documents were released, Trump himself reposted an account claiming that “an ABC whistleblower will release an affidavit” showing that “the Harris campaign was given sample requests.”

Such claims first appeared on the account of right-wing influencer and January 6 participant Philip Anderson last week, two days after the debate.

A major London NHS hospital trust has frozen the recruitment of all external staff as it faces a £31 million deficit.

Guy’s and St Thomas’ NHS Foundation Trust, which has more than 23,000 employees across five hospitals, told staff on Monday that it had imposed an “enhanced vacancy control (or freeze)” on external recruitment.

The hiring freeze at Guy’s & St Thomas’ comes after an independent benchmark report into the state of the NHS last week found the health service was in a “critical condition”.

“Our costs remain much higher than before the pandemic and it is really important to bring these costs down,” said Steven Davies, the trust’s chief financial officer, in a note to staff seen by the Financial Times.

Davies said the trust continued to be “under considerable financial pressure”, adding: “We must act to reduce this by closely controlling the recruitment and use of temporary staff.”

The UK’s new Labor government has promised to improve NHS standards and reduce waiting lists, while curbing spending and tackling recruitment issues.

The government agreed to a 5.5 percent inflation-adjusted pay rise for health workers after taking office in July, and also ended a long-running strike by junior doctors with a pay offer of 22 per cent.

At the same time, Chancellor Rachel Reeves ordered central government departments to find cost savings before their first Budget on October 30.

The hiring freeze follows a ransomware hack in July by Russian group Qilin on lab service provider Synnovis, which disrupted blood transfusions and tests at Guy’s and St Thomas’ trust hospitals.

While part of the current shortfall in its budget is due to the impact of the attack, Davies said “the key issue is that we are not delivering on our planned manpower savings”.

The trust has set a target of cutting 4 per cent of expenses, or £94mn, to spread this year, with around £50mn to be achieved by reducing staff costs, according to the note.

At the end of July, the trust had a deficit of £31mn against an expected shortfall of £8mn, leaving it £23mn behind its repayment plan, the memo added.

The hiring freeze was reviewed in December and covers most clinical and non-clinical roles. “The aim is to reduce staff numbers through natural turnover rather than restructuring,” the trust told employees.

Guy’s and St Thomas’ NHS Foundation Trust confirmed the hiring restrictions, adding: “As is the case across the NHS, we are facing considerable financial pressure and need to make savings.

“Requests to fill vacancies will be reviewed against the needs of the service to ensure there is no negative impact on patient care.”

Glasgow is set to host the 2026 Commonwealth Games after a deal was backed by the Scottish Government.

A scaled-down version of the event, with fewer sports and athletes, will return to the city 12 years after it last hosted the Games.

The Australian state of Victoria was originally chosen to stage the multi-sport event, but withdrew as host due to rising costs.

Australian authorities have promised “a multi-million pound investment” to help finalize the deal.

Health and Sport Minister Neil Gray held talks with Commonwealth Games Australia on Monday to discuss funding, and received the assurances the Scottish government was seeking.

He has now written to the Commonwealth Games Federation (CGF) to officially back a “scaled-down but high-quality” event that will see 10 sports across four venues in the city, with athletics at Scotstoun Stadium and the swimming which takes place at Tollcross.

Gray said the fact the city was asked to step in and host the games was a “testament to Glasgow’s and Scotland’s fantastic reputation for hosting international events”.

He said: “In 2026, all eyes will once again be on Glasgow, and I have every confidence that Scotland’s largest city will provide a suitable platform for some of the world’s best athletes.”

The minister added that CGS would be responsible for the budget and delivery of the event.

He told BBC Scotland News: “If there is a situation where we go beyond a very substantial contingency, CGS will look at the way the Games have been delivered rather than calling on the British or Scottish government for resources.”

He added that he hoped a “more sustainable bid” would allow a “diverse mix of countries to host the games in the future.”

CGF chairman Chris Jenkins said he would work closely with Commonwealth Games Scotland to formally announce Glasgow as the host city as soon as possible.

He said: “We believe that Glasgow 2026 will be an important first step in our commitment to reset and reshape the Commonwealth Games as a sustainable co-created model that minimizes costs, inspires athletes, and excites the hosts and international federations.

He confirmed that Commonwealth Games Australia had contributed £2.3 million to “enhance the event”.

Ian Reid, chairman of Commonwealth Games Scotland (CGS), said he was “delighted” with the confirmation.

He said: “We have been clear from the outset that our Games concept for Glasgow 2026 aligns with CGF’s strategy to make the Games more accessible for future hosts, ensuring that public funds are not required.

Mr Reid added: “Glasgow is one of the few cities in the Commonwealth that can deliver on time given its first-class facilities, skilled workforce and strong supply chain.

“This is a really exciting opportunity and we will be working hard in the coming days to put the final pieces of the puzzle together.”

A final decision was taken at a cabinet meeting on Tuesday morning.

Organizers have said the Games will be held at no cost to the public purse, with funding coming from compensation paid to the CGF after the Australians withdraw.

The UK government would provide financial support in the event of any increased security threats, but had refused to fully underwrite the Games.

Gray previously insisted there was “a reputational risk as well as a financial risk” for Scotland to resume hosting duties, and that it could not use public funds.

The total budget for the Games is expected to be around £114 million.

Scottish Labor leader Anas Sarwar said: “Glasgow is a great city but it needs economic investment and renewal.

“By hosting the games, we can showcase Glasgow and Scotland on the international stage and bring investment and tourism there.

“This is our chance to complete the legacy of the 2014 games, demonstrate global leadership and bring about the change Glasgow needs.”

Sandesh Gulhane, the Scottish Conservatives’ health spokesman, welcomed the “fantastic news” which was to be provided “at no cost to hard-charging taxpayers”.

“This will put Glasgow on the world map and is an ideal chance to promote all that is great about it,” he said. “However, I hope therefore that the state of our city is much improved compared to how it looks. now.”

“Being able to compete in front of a home nation is something that not many athletes do. It’s a once-in-a-lifetime opportunity.”

The retired swimmer added that while it was great that Glasgow was hosting the Games again, she had “mixed emotions” that some sports would not be included.

Struggling to find hosts

The Commonwealth Games Federation (CGF) has struggled to find hosts for the event in recent years.

Durban was supposed to be the first city in Africa to stage the Games in 2022, but they were stripped of hosting rights in 2017 after running into money problems.

Birmingham and the British government intervened to save the event, shelling out a combined $1 billion for what became the most attended Games on record.

Victoria later withdrew in July 2023 after the projected cost of the event became “well and truly too much” for the state to bear, while other possible hosts such as Malaysia and Singapore declined to intervene.

The 12-day competition was expected to cost more than A$6 billion (£3.13bn; $4.09bn).
